@JessIsNotHere The first laptop's hardware is better than the second one's, but for the price of the second, you can do better than either one. (That doesn't include a keyboard or secondary monitor; let me know if you'd like one too.) For example:

You'd get a better processor and graphics chip, plus twice the storage, of either option. You wouldn't get 16 GB RAM, but this laptop does take a memory upgrade if you need it now or later.
There are too many options in this price range to list, most with only 256 GB storage, but enough that you can be somewhat picky. Let me know what you think of the one above, especially if you don't like it for one reason or another, and I'll narrow down the search accordingly.

would that laptop be able to run the game with all settings on ultra with mods and cc? That’s my main thing 🙂 whatever you recommend! I do have a hard drive so space shouldn’t be an issue

@JessIsNotHere No, you'd need a dedicated graphics card to run Sims 4 on ultra settings, at least with most expansions installed and if you want the game to run smoothly. I didn't look for gaming laptops or desktops because they're somewhat more expensive than the second one you linked, and probably more than the first one unless it's wildly overpriced.
On the other hand, Walmart says this laptop will be $430 on November 8:

Its hardware is more than sufficient for ultra settings, and it has 16 GB RAM, which is nice to have if not strictly necessary. Its main drawback is that it runs somewhat hot and noisy under load. But you can put it on a desk or laptop tray—it's bad for the laptop to be running a demanding task while sitting on a blanket or similar anyway—and use headphones.
The next-cheapest option I see with 16 GB RAM is this Acer, with a slightly faster graphics card and otherwise the same hardware:

This one is even cheaper, on pre-Black Friday sale right now, with only 8 GB memory, but for that price, you could upgrade if and when it became necessary:
Of these, the Victus is the highest-quality laptop, but they should all be more than fine for Sims 4.
There are lots of other options if your budget accommodates it; gaming laptops generally start around $650 outside of major sales. If you do want a gaming laptop and aren't happy with any of these choices, I'd suggest checking Best Buy and Walmart each night or early in the morning, right after the sites post new deals for the day. I believe Best Buy refreshes at midnight either Central or Mountain time; no idea about Walmart. If you want the first one I linked, I'd set an alarm for midnight eastern on November 8 and be ready to order; that laptop might sell out very quickly.
