No, it should be empty. it's in Documents/Electronic Arts/The Sims 4/Mods.
Have you tried right clicking the game in Origin and choosing repair.
This was an issue a while back but, was fixed in a patch.
@DarkAmaranth1966 Yes I repaired the game then logged out and logged back in still doing the same thing.

I have no idea what might cause it now but maybe we can find out.
Can you go to Documents/Electronic Arts/The Sims 4 and delete any "Last Exception files you see there while the game is closed (exited) then, go back into that game and try to place the object, then attach the Last Exception file it should create to a post here? (Use the browse button at the bottom of your reply to attach a file.)
I can read them a bit and, a Guru or CM around here can read them even better, that may tell us what the problem is.

I will tag @SimGuruNick on this but, to me it looks like you may have a bad save.
Still, before we abandon that save entirely, wait for Nick to look at it and, try doing a Clean Boot. and running the game, just to be 100% sure another process or program isn't causing the error. If that gets the object placed, you should be good to save and exit, then reboot as normal and go on playing.
