Granite Falls Missing Fishing Sign, Hermit House, Plants

How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? Every expansion, game pack, and stuff pack except Journey to Batuu
Steps: How can we find the bug ourselves? Go on vacation to Granite falls. Travel to the national park, send a Sim through the bramble to the secret Hermit location.
What happens when the bug occurs? There is nothing in the secret Hermit location after my Sim travels through the bramble. No hermit, there is an empty lot where the hermit's house should be. I confirmed it's a completely empty lot using bb.enablefreebuild cheat. The lot is still called "Hermit's House" though. Also, there is nothing else in the area - no fishing sign at the lake next to the water fall, no plants anywhere. There are trees and birds, but no objects that can be interacted with.
What do you expect to see? The hermit house, a fishing sign, plants, etc.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I have attempted to repair my game, turned off mods, etc. and nothing is making a house appear on the hermit house lot, or causing the fishing sign and plants to reappear in the world. No sign of the hermit either.

I have attached a screenshot of the Hermit House lot.

Unfortunately I have no idea when this issue started because I haven't tried to visit the hermit for a long time. I do have Cottage Living but I definitely haven't visited this area since before Snowy Escape came out.

Any suggestions to restore this area?
