Graphic Issue Sims 4

I can't seem to get the picture to attach here.  I have three lines that are blinking on the ground. I have figured out that it is from the basement walls that I have pictures on, right up to the ceiling. From the main house level I can interact with them.  When I remove the pictures the lines go away. Or if I do not place them near the ceiling it goes away. Am I experiencing an in game glitch or is there something wrong with my graphics card. Please let me know what else you may need to know and I will figure out how to get it attached. Thanks.
