    Are you using mods in your game ? Namely this one: fogitymenuenabler ?

    If so, remove it from your game it's incompatible with the new patch

After doing a factory reset did you then start a new Game for testing?

Do not put anything back before doing the testing.

    all fixed, i had a custom career that messed it up
