Having the exact same issue, the Resolution one didn't work.
(Didn't try the other ones since it didn't work for the lad)
@AshkPunk If you haven't already tried forcing the game to launch in windowed mode, please do that now.
If that doesn't help, please run a dxdiag and attach it to a post.

The weirdest thing happened, it just got fixed on its own, after I shut down the PC yesterday.
The only thing I did was change my PC name while in the game. Maybe it has something to do with it, idk. - puzzlezaddict3 years agoHero+

This is exactly how it happened: (Windows 11)
Power on the PC (after yesterday, not being able to play at all) > Run the Dxdiag (save it on desktop) > Launch Sims 4 from Steam (default settings) > Loading Screen > Alt + Tab (I open and notice in the Dxdiag.txt that I didn't change my PC name) > Right Click on Desktop (go to Personalize and then the System from the side menu) > Change the System Product Name (From Default to Punk) > Go back to the game > Fixed now.
It was probably because of the system shutdown; You can try and delete the Doc files and Shut Down the PC and see if it works.
