Horrible ever-present buzzing static noise when playing no matter what I do.

The problem: For the past three days my sims game has had some sort of bug. Any time I have the game open, a static noise plays in the background. Doesn't matter if I'm in the main menu, manage worlds, build mode, live mode. It always plays, even when tabbed out. It only stops when I have the game closed.

Prior attempts to fix this problem: Checking to see if any of the script mods I had installed were outdated, they weren't. Deleting localthumbcache as a wild guess, didn't work. Restarting my computer didn't work. Changing ANY volume slider didn't work and I'm including my computer's VOLUME MIXER, it doesn't matter if I set the window's audio to 0. It still plays. Launching other games to see if it happens with them, it never does, it only happens with the sims 4. I tried verifying the game files, didn't work. I tried removing my entire mod folder, didn't work. I tried uninstalling and redownloading the game. Nothing works.

I've even thought to see if any of my audio drivers had updates available but no! No other game causes this. I've only seen one other post where someone had this issue and it was from 2017 and EVEN THEN their noise stops when they turn off the game audio in volume mixer. Mine doesn't. I have no idea why this started happening. I have no idea how to fix this.
