If you can still boot the old computer, you can recover your saves and library and transfer them to the new computer.
Go there to Documenty> Electronic Arts> the Sims4 folder.
Find the following folders in this The Sims 4 folder: Saves and Tray
Save them to flash drive or send them to the cloud.
Download them to a new computer
Then find The Sims 4 folder in Documents> Electronic Arts on your new computer.
Delete the Saves and Tray folders from this folder and paste those transferred from your old computer in their place.
If you can't turn on your old computer, there's nothing you can do
