How come Teenagers can't flirt? ~The Sims 4~

Teenagers can't flirt. My character, Aspen Woods, can't flirt. I don't want to age her up, but I want her to have a relationship! She can become flirty and have the romantic trait, but can't actually...

There is no 'Romantic' button, nor any flirt/compliment appearance in any section.

They both need to be teenagers and can not be related or there will be no romance interactions available.
