how do I go to build mode in sims 4

im a new player on the sims 4 but I overcome videos on youtube that other players can build their own houses, called the build mode. but every time I create a new world I just go back to the same exact setting. how do I got to build mode in sims 4? does it cost extra money?

    On the world map, on the bottom right you have a picture of the tools. Click it and click on any empty plots on the world map. And you're already there in the buy and building mode,
    When you play a family you have a picture of this tools on the right top . Click this and you are in the buy and building mode also.
