In an existing save it works a bit different.
You should be able to just click on the + sign and create a story Sim from there (see picture)
- @crinrict What she is saying is that she is NOT getting that option. I do not get that option either. To recreate: in an existing game you've alreayd saved, find an available lot, choose to create new sim to move in. It will take you to CAS. There is option to add a family member, but there is no option to do a story mode.
Click on the plus and select Add Sim via a Story.

This thread was made when the story mode first came out and the OP never came back to confirm either way if that solved their issue. When you start a new game, story mode is triggered automatically, if you use an existing game, you need to add it that way. Only OP knows what their actual issue was.
If you don't have that button, it's best to repair the game and if you're using mods/cc, make sure that's updated to the newest version.
