@goddessofbeauty To move Sims 4 itself, as in, the game's program files, to your external drive, you'll need to uninstall and reinstall. The EA App doesn't have a Move Game function like Origin did. This doesn't really need a video explanation: open the App, uninstall Sims 4, then reinstall it, this time selecting a folder on the external as the destination.
For the user data (saves, mods, etc.), the advice to create a symbolic link still works as before.
I would be wary of any video tutorials, as I've seen many of these get unnecessarily complicated, or worse, provide bad instructions that might delete your data. It would be better for you to look over the guide above and ask questions whenever you're not sure what to do.
So I follow the instructions in that link and no matter what it always comes up with cannot find the path...i don't know what i'm doing wrong

@karma9009 Please post a screenshot of the Command Prompt window showing the command you've entered and the error message.
Please also list the location of the Sims 4 user folder as you see it in-game:
