Jonnes_Jonnitos Sorry for the late reply; I've been away from the forums for a few days. I did ask someone else about the error you're getting, and he couldn't think of another reason you'd see it. It's possible that this Windows account is broken in a strange way, but that would take some investigating, and it might not be possible to diagnose anyway.
Before moving on though, I just want to make absolutely sure that you were opening Command Prompt itself as an administrator. It's not enough to be signed into an admin Windows account. This is about the admin option you see when you search for Command Prompt, and it should also say Admin at the top of the window when it's open, where it says "Prompt de Comando" in your screenshot.
If that's not the issue, if you did in fact run "Command Prompt (Admin)" and it didn't help, then I think it's time to give up on this Windows account, at least for Sims 4, and use the new one.
