I can't launch, the game is still "the SIM 4 digital deluxe is already running" after install in the new notebook

I'm getting this, and obviously you would first check your Task Manger and the TS4.EXE is clearly Not running. But I can't exit the EA App by normal Means because it's then saying your Must Close your Game First, so I had to kill it's 3 processes in TM. Restarted EA App and everything was fine.
Sooo EA is that my problem, Or yours... ?
It would be ts4_x64.exe you should be looking for.
