In game skintones dont work

So I have the update and i have the skintone tab but its blank and it doesn't work. The customize for the makeup doesn't work either. Im not sure why its not working but its like I dont have the update other than it messing up some parts of my CAS.

@jeccaepic Are you using any mods/cc in your game ? If so, have you tested without ? Might be an outdated mod you're using.
