@wafflefrie1 None of these laptops are good options, unfortunately. The ones with 64 GB storage aren't even viable: Windows and associated resources will occupy around 25 GB, the Sims 4 base game is another 20, and Windows itself needs some free space to maneuver properly, leaving you with almost nothing for expansion packs, mods and custom content, or other apps.
Additionally, Sims 4 doesn't run in Chrome OS, so any Chromebooks you see should be crossed off the list.
This leaves only the first two laptops. They're not great either, probably only capable of low settings, and running more than a handful of packs, or Cats & Dogs alone, may not go well at all. Some of this depends on your play style: how many sims in a house, how large of a house, what kind of cc you use, etc. But with a low-end processor and graphics chip, and only 4 GB RAM, you'll be limited no matter how you play.
The unfortunate fact here is that there aren't any good laptops for Sims 4 in the $200 range. If it's possible to save up for a little longer, you could probably find something much better for a little over $300 around Black Friday.
If that's not an option, would you be willing to buy from Ebay or Craigslist? Buying a secondhand laptop directly from the original owner is cheaper than going through a store, although it does come with a risk. But you could probably find a laptop capable of running all Sims 4 packs together on medium settings, especially if you're patient. Let me know if you're interested and would like help figuring out what to look for on either site.

@wafflefrie1 If you do go for an Ebay option, try to find something with at least 8 GB RAM, 256 GB storage, and ideally, one of these processors:
Intel i5-1135G7
Ryzen 5 5500U
Ryzen 5 4500U
These can run the entire game on medium-high settings. A Ryzen 5 3500U or Ryzen 3 5300U would be the next step down, capable of medium settings. If you're not sure what you're looking at, feel free to list specs or link product pages.
