JazaLuv The Sims 4 base game might say "manage through Steam," but it doesn't look like you've installed For Rent through Steam. That's fine, it's not too complicated to manage a mixed install.
Please close the EA App and Steam, and kill the EABackgroundService in the Task Manager. Open the game's program files, here by default with a Steam install:
C:\Program Files (x86)\Steam\steamapps\common\The Sims 4
and delete the EP15 folder directly inside. Open the Delta folder and delete the EP15 folder there too. Open Steam and choose Sims 4 > Properties > Installed files > Verify integrity of the game files, which will repair the game and restore the folder in Delta. Then reinstall the pack through the EA App.
If you're seeing the same issue after this, please test a new save, with no mods or custom content, and let me know what happens.
