Kind of frozen loading screen but worse

That's the best way I think I can describe it but essentially the game will actually load like normal and I can access things like the pause button, weather, and calendar no problem but the actually gameplay will just be covered by the loading screen (minus the plumbob) and whenever I click something the pie menu will appear but it will just get stuck there so the screen also ends up covered in the interaction pie menu. The game is effectively unplayable and I'm pretty sure the cause is from an update but even after removing all my mods/CC and repairing the game the problem stays.
