KripVille I can often, but not always, tell that something is wrong from a dxdiag. In your case, I can see that the graphics driver is crashing over and over, occasionally causing a BSOD but more often timing out and forcing Windows to end the process. That would explain why Sims 4 isn't running well.
So please do a clean uninstall and reinstall of the Nvidia driver, as described here:
Rather than using the very newest driver, try a slightly older one; you can get them here:
https://www.nvidia.com/en-us/geforce/drivers/
You'll want a Game Ready Driver, not a Studio version. Try the one from January 27, since the next one after that was a major update. This one is still more than new enough to be compatible with Sims 4 and almost anything else you'd run on your computer.
