Turns out it is a CC item in CAS that is messing it up, because I just removed the CAS folder and it woks perfectly.
When loading worlds in Live Mode all of your active content is loaded, including all clothing items which are worn by the sims which are active on the lot to be loaded. This is very demanding of all components of your computer, especially your hard drive controller(s) and memory. Large numbers of files will reduce the performance of your drive controller and CPU while large collections of high resolution content will fully utilize the memory bus of your display adapter (video card) while the world is being loaded. The Sims 4, as all versions of the sims have been, is very demanding of system memory due to it's nature therefore it is recommended that you ensure your system meets the standard for the current generation of high definition videogames. If you believe that your system meets or exceeds the standard then we will require the results of your system diagnostics, to confirm that you are running the '64-bit' version of the game, and that your graphic drivers are current.
I'm more than positive my computer is more powerful than the recommended specs. I am also 99.99% sure I am running the x64-bit version of the game. (Where can you check?)
There should be two versions under "The Sims 4\Game\Bin" TS4.exe and TS4_x64.exe. Just launch the game as you normally do then open your windows task manager to see which version is running. The x64 executable is obviously the 64-bit version. Please also run DXDIAG from your command prompt and post the result here (a file link preferred) - if you're running Windows 10, you can add a shortcut to your command prompt by right clicking on your desktop and entering cmd as the executable path.
It is the x64-bit version, and what are the commands to get the file? I have done it for Grand Theft Auto V one time, but I honestly forgot.
Just enter DXDIAG at the prompt - if you don't have a convenient link to your command prompt and the version of windows you're running doesn't have the 'run' option on the start menu, just right click on your desktop, add a new shortcut and enter CMD as the executable path (location of the item).
