Missing Game Packs after Reinstall

What expansions, game packs, and stuff packs do you have installed? All of them.
Steps: How can we find the bug ourselves? I initially tried to follow Method Two of this solution (the neighborhood stories update was giving me blank text bubbles/options), but I uninstalled in EA instead of via Origin, so when I reinstalled via EA it only installed some of my packs, not all of them.
What happens when the bug occurs? When I launch the game and choose a save, it tells me that certain packs are required (that I already own, but that aren't downloaded). EA won't prompt me to re-download those packs. Going back to Origin to try to repair the game, Origin tells me that the folder does not exist and to choose another folder. Clicking that button takes me to the C://Program Files (x86)/Origin Games folder and the only option is the Sims 4 folder.
What do you expect to see? I expect to see all of my game packs downloaded into my game. The game loads properly, but not all of my packs aren't loading and I'm not sure how to download them again in Origin since the file folder doesn't exist anymore. Not sure which files to create or where they should go so I can download the packs I'm missing from Origin.

Did this issue appear after a specific patch or change you made to your system? Yes, it appeared after the Neighborhood Stories base game update.
Move your Mods folder to the Desktop and delete localthumbcache.package.
Rightclick the game in Origin And select Repair. Wait until all packs are repaired not just the basegame..
