One more idea: Have you completely re-installed the game yet ? It's like the only option I see.
Do a manual clean uninstall: https://answers.ea.com/t5/Technical-Issues-PC/FAQ-Manually-uninstalling-The-Sims-4/td-p/3447927 .. also move your user files to somewhere else as backup again, then reinstall and start completely fresh.

Steps: How can we find the bug ourselves? Find a computer and/or bookcase > click on it/them
What happens when the bug occurs? None of the actions for the selected object appear.
What do you expect to see? After clicking the item[s], a selection of actions should pop up but this doesn't happen. I'm unable to tell my sim to read a certain book or learn a writing skill or write a book. I'm also unable to read toddlers books.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I'm not sure on what input I can give as I can't seem to get it working. I've tried to debug the items but nothing.
It's odd they did work but then one day they didn't.
I think they worked after I clicked 'repair game' in origin [ my vampire pack isn't working right so I gave it a go] and now they don't work.

I've managed to solve the problem [at least on my end]
It had something to do with my vampire pack that went wrong. Origin lost connectivity and when the games download got to 90% it disappeared meaning it was ghosting in my game.
I deleted the files [GP04] within the sims 4 and I also remembered I'd installed Sims 4 studios and uninstalled that in case that was causing any problems too.
Now I've removed both things [even though origins still thinks I have vampires installed] I can click on both computers and bookcases in both new and old saves.
I've no idea if this will help you @HH546 but if you have any faulty files or studios installed then I guess it's worth a shot!

Well, bookcases DO work for me, but I'll see if the solution helps.
Removing the Vampires game pack from the files didn't work.
...Guess computers are just broken for my game, then. Thanks for trying.
