No, "Angler's Tranquility" is a special trait you will get after completing all of Angling Ace. These special traits are usually quite powerful. Just like "Fresh Chef" comes with completing the cooking aspiration and allows your food to never spoil.
By choosing to play Angling Ace, you immediately got the "Collector" trait. You only get that reward trait when you first create the sim in CAS. This is normally how you get "Home Turf". You have to select either "City Native", "StrangerVille Mystery", or "Beach Life" as a lifetime aspiration when you FIRST create the sim in CAS.
You have your initial 3 chosen ones, you have the reward "Collector" from choosing Angling Ace, not sure how you got home turf. It's not possible to get both "Collector" and "Home Turf" at the same time without either using cheat commands, mods, or it's a glitch.
Even if you have say Strangerville and choose "Strangerville Mystery" when you first create the sim, that will give you the "Home Turf" reward. However, you'll never be able to get the Collector trait because you have to choose it when you first create the sim. Even if you change aspirations later, you won't get that new reward. Getting both can only be done with cheat commands, mods, or it's a bug.
The trait is in your game just fine. Just because the trait is normally given on those 3 packs doesn't mean it's not in the game. It was likely released like I said, in a patch that came out before those packs. They just included the actual aspiration functionality in the pack but the reward was likely in the base game update. Just no way to give it to yourself without mods or cheat commands, which is simple.
