ShemeshR If you use mods and custom content, please remove your Mods folder and see which of these problems are still present. You don't need to save your progress, or in the case of testing the saving function, you can use "save as" so you don't overwrite the original save. Let me know what you find. I'm not saying you can't use mods and cc, only that it's important to figure out what, if anything, they're contributing to the list of issues.
Please also provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
Finally, please let me know whether the game is reading a folder inside OneDrive. Here's how to find the location of the user folder:
