fashiondynamo Are you trying to launch Sims 4 through the EA App library, or through its desktop shortcut? Please try using the App if you're not already.
If that doesn't help, please post a screenshot of the error. Please also let me know where the EA App thinks the game is installed. You can see this under Sims 4 > Manage > View properties.
