No leaves falling from trees during autumn in Windenburg

Steps: How can we find the bug ourselves? Move to a lot in Windenburg with or around trees during the autumn season.
What happens when the bug occurs? Trees will turn a shade of red but no leaves will fall onto the ground but in other neighborhoods leaves are falling. Not sure if this is suppose to happen or if its a bug.
What do you expect to see? Leaves to falls from trees and onto the ground in Windenburg during autumn.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I'm using 28 days for each season and I'm only half way through autumn so I don't know if it takes longer in Windenburg but it seems strange that its taking so long.
