No NPC workers

Hello,

Ive been having an issue where some of the businesses in my world don't have any workers. One example is a took my dog to the vet and there wasn't any veterinarians. More recently, one of my characters went into labor but there's no doctors or nurses at the hospital. Any ideas on how to fix this or what this could be? Thank you!
