No skill gain, skill bars frozen

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Occasionally (10% - 49%)
What is your current game version number? Latest patch
What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? No idea
What happens when the bug occurs? One of my Sims has stopped gaining skill. All his skill bars are frozen. No skill gain at all.
What do you expect to see? Skill gain.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? No

This just suddenly happened. One minute he was gaining Wellness and Mixology skill like nobody’s business, the next he just stopped, skill bars are frozen, nothing happens. Haven’t updated the game, haven’t changed my mods, and all my mods are compatible and up to date as well. I have one other sim in the same household who also does not appear to be gaining any skill, though the other two still do.

EDIT: So it seems maybe skill gain is just really slow for these two for some reason? Like, my sim has been meditating for like three hours, and he’s gone from 80% on the skill bar towards lvl 6, to 82%. In two separate sessions. So, like, he gains 1% per session?

EDIT2: He’s not gaining any piano at all, though.

    moving this to tech for troubleshooting

    Have you tried moving him in and out or resetting him with testingcheats and rightclick: ResetObject (or something along these lines)

    Did you also test without any mods installed to see if it makes a difference ?

    Move the mods folder to the desktop. Delete localthumbcache.package file in the game folder and fix the game in Origin.
    Origin/Library -right click on TS4 - option "Repair game"
    Turn on the game to create a new mods folder. Then copy from desktop your mods and CC and paste it in the new mods folder. First, paste script mods every time checking if the game is OK. Do the same do the same with CC but if you have a lot of this, try the 50/50 method
