I have sound with everything else on my computer and I can even hear the first sound the the SIms icon pops up on the game but I can't hear anything else while playing. I have updated my device, downloaded the latest directx software, I have played with the sound levels/ quality in the game, and I even changed my sound rate. The sound doesn't work with my speakers or headphones. I'm not sure what else to do, I don't want to play this game without sound ☹️
The two sounds at the same time is most common and usually fixed by restarting the game.
Did you try updating your sound drivers for the high/low issue ?
First Hover your mouse to the right corner of the bottom of the screen on that tiny speaker icon, then press right click and open playback devices and then scroll to the speakers with a green sigh on it. Then select advanced and be sure that the two options are selected: allow application to take control of this device and give exclusive mode applications priority. Now the last step is to lower or raise the Bits and Hz sound quality frequencies and click apply then try and start the game. Up or down freq adjustment .This should fix it. My dad made a tuorial for this online but EA wont allow me to link to it. This should be your fix since you have sound at the flash screen then it cuts off. Remember lower the frequencey or raise it until the sound stays. He raised my frequency to 24Bit 48,000hz and my sound stayed on from the start till finish everyday since.

Here is your fix for the no sound issue in Sims 4.
Close the game then Go to Your "Documents", Then Go to "Electronic Arts", Then Go to "The Sims 4", Then go to "Options" and delete the file, Next go to "config" and delete that, Lastly load up Sims 4 and your volume will work. If it cuts out them go on to the next fix below. My Dad said your welcome keep gaming and play on.

LOL @ previous comments. This is a common problem on systems with multiple audio devices since windows will detect the active device during initialization of applications. The best solution is to deactivate all unnecessary audio devices in your control panel and you may discover devices which you never knew had been installed such as "Nvidia HD Audio" which is installed automatically with unified driver updates.
To disable the device, simply right click on it and select disable, then re-launch your game or multimedia application:
You can prevent installation of these unnecessary devices or uninstall them by choosing the advanced options during driver installation:
Then choosing the components to be updated or removed:
For removal of NVidia software components you must select 'Perform Clean Installation' otherwise the installer will only update the selected components. The 3D Vision and "Geforce Experience" components are unnecessary and can be removed without any concern for game performance or functionality.
