One square of my lot renders anything placed on it "blocked."

Halfway through cooking a meal in a kitchen I have been using for several days, my Sim started acting like he had no counter space to cook. He has cooked probably 50 meals in this kitchen and I have not changed anything in it since the last meal he cooked, the counter space is empty. Through experimenting, I have found that it's just that one square of the lot that renders any item placed there unusable due to being "blocked" - Sim lifts his arm and waves it around and acts like he can't get there. If I place the stove on it, he can't use the stove - blocked. If I put the tea machine there, he can't use the tea machine - blocked. It's that square, not specific to the items in it. I have deleted and replaced every item I tried to place there. I removed all clutter, windows, paintings, hangings, ceiling lights, and there's no pot rack. I deleted any foliage from the outside of the house, nothing was glitching through the wall. If I move the counter/fridge/stove/whatever else half a square away from the wall, he can use it, but if its against the wall - blocked.

I've seen multiple threads on this issue before that ended up being items in the way etc. and I have taken all the steps on those threads. I deleted my cache and repaired the game, I even saved the lot to my gallery, bulldozed, and re-placed it. Nada. That square is just completely unable to be interacted with by my sim. Blocked.

    Steps: How can we find the bug ourselves? I honestly don't know.
    What happens when the bug occurs? One square of my lot renders anything placed there unusable due to a blocked spot.

    ETA: The only thing I can think of that might have caused this is that he did a "change outfit" mid-meal cook.
