I just purchase the new Paranormal stuff pack and it seems to be not downloading. What can I do to get it started? It's not even showing a download button.

Please look at your Order History. Under Status does it say "Completed" or something else?
It says complete. When I login into the game, it shows I have the stuff pack on the front screen, but in-game none of the items or options are there.
I'm having the exact same issue. Only difference is that mine was gifted and I have the "New content ready to install" message under play but when I click 'download' for the pack, nothing happens. I've been trying to download for the past hour or so to no avail. I've already uninstalled/reinstalled Origin and tried running as administrator as well as rebooting and nothing's worked.

Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game.
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.

I am having the same issue mine was gifted and I found the download for it and it shows I have content to install but it won't so I found the download in Origin and when I click on it doesn't download
