Sprunangle This is typically antivirus-related, so set an exception in your antivirus for EADesktop.exe. Set exceptions for TS4_x64, TS4_DX9_x64, and TS4_Launcher_x64 as well, or the entire Bin folder they're in. Then try again to update.
If that doesn't work, you can repair instead, which will give you the fully-updated version. It may help to clear the EA App's cache first:

You can also disable your antivirus, temporarily of course, to run the update or repair. As long as you don't do anything else at the same time, your computer should be safe, and you can reenable the AV as soon as you've confirmed that Sims 4 is working.
