"Plan Outfit" and "Change Sim" both bugged. (PC)

zombievariant​  Does this happen with only one or a few sims, or all sims in your main save, or sims in a new save as well?  Please test both a new save and a different, previously unplayed household in your main save, for comparison's sake.
