@LadyAofPineapple Please confirm that you only have one copy of Sims 4 installed and that the packs are (still) installed into the proper folder. This is what I'm asking about:

If that doesn't help, restart your computer and try again to play. If that doesn't help either, clear the EA App's cache:

Normally I'd suggest repairing the game, but that will give you the updated version. One player mentioned that deleting accountDataDB.package, in Documents > Electronic Arts > The Sims 4, helped with this issue, although only temporarily, so you can try that too. The file holds interim data from the login events: sets of tasks where you've completed a few but not all of them. (Once you complete the set, the data is uploaded to EA servers and attached to your account.) It's irrelevant outside of that context.

@puzzlezaddictHi there, yes, I only have one copy of Sims installed (with all the packs I own) and I've changed nothing else since yesterday (I played offline yesterday also). I moved the accountDataDB package file and the avatarcache out of the sims4 folder and tried relaunching the game, which is why I came here to post about it, as I was out of other ideas.
I will try clearing the EA app cache and also restarting my computer....check in shortly!=============================================
Okay, so I'm back and the game started updating while I was trying to look at my owned packs on the EA app, even though I have auto updating OFF. I went offline immediately, but now it won't let me open Sims 4 offline so I can even see if the above steps helped my issue. I guess I have to complete the update and see where I'm at now.
So annoying that I can't have control over my own game.

Getting to the load game screen while online gave me access to all my packs, and when I tried it offline (for funsies, right? argh), it is now letting me play like before. So I guess something we did fixed my initial issue, but I still didn't want to update the game today. ☹️
