Make Empty Promises should be located in the Mischief section of the pie menu. And Ask for Large Bribe only appears once the Sim's Charisma skill is high enough.
I haven't tried the "Ask for a small bribe" I didn't want to negatively affect her career. The only "Secure Vote" I've gotten was from her boyfriend.

I see, at what level is you Sim now in the carreer?
She is level 6 a Public Official. At another time I seen it mention something about asking for donations but I haven't seen any interactions for that either.
I think it depends on what side you choose.
The politician might be able to make empty promises with Sims that support the cause.
With charity you can ask for donations:
