With both 32-Bit and 64-Bit, the following message comes "The application was unable to start correctly (0xc00007b). Click OK to close the application."

You graphics driver has some errors you should update it. Visit the manufacturer of your computer or Intel directly for new drivers.
rzwizard.exe (part of Razer Synapse software) causes a lot of crashes. Visit https://www.razerzone.com/eu-en to update the drivers and the Synapse software.

I downloaded and installed the graphics driver below as an update for my Dell.

Yes, that helped. It now reports its abilities correctly.
Unfortunately you only have 112mb dedicated video memory. 128 is required more is better see:
Maybe there is a setting in your BIOS setup where you can change this.

I increased my dedicated memory (https://www.youtube.com/watch?v=kMclzL-g15E) and now the dxdiag is saying "512MB" but Sims 4 still isn't working. Is there anything else that I can try to fix?

Try to repair the game.
Open Origin and rightclick the game. Select Repair.
