There are certainly a number of current issues with Sims 4 in macOS, but some of them are fixable, and others should be resolved sooner or later. (I know, small consolation when the game doesn't work now.) If and when you post, please list the full specs of your Mac, as described here:
For the question of getting a new computer, I'd be happy to make a few recommendations. A laptop is more convenient, of course, but a desktop will last longer, as parts can be upgraded individually whenever necessary. Desktops are also a bit cheaper for equal components, although of course the monitor comes separately. So the first decision is what you'd prefer.
Once you know whether you want a desktop or a laptop, the next question is whether you'd prefer the cheapest good option now, or would like to spend a bit more to futureproof the system. Laptops that can run all current TS4 packs on ultra graphics settings can be as low as £700; getting a stronger card can drive up the price to around £900 (maybe less with sales). I haven't checked desktop prices in the U.K. in a while, but you'd probably be looking at around £100 less for the same hardware.
At any rate, if you want me to list some options, please list your budget as well as any other considerations, like other games you'd like to play or other apps you'd like to run.
