When you click the link in that article you're being send through to the mod, and you can choose to install it with their instructions.

It's content written by someone that's not working for or with EA. You can choose to place that in your game, but it can cause issues down the line.
So if you really want that option you'll have to download and install the mod.
If you have the mod installed, and it's not working, try contacting the creator.
i tried to contact the creator and nothing happened. i really want to use this cheat but i dont know what else i can do to get it to work

Which version of the mod are you using ?
Clown's or the one linked within the comments ?

Just go back a few pages in the comments at MTS (I cannot link mods here) and you'll find a version that's currently working. Clowns version is outdated and no longer functional.
MC Command Center also has the option.
All I had to do was do ctrl+shift+c and type in "testingcheats true" and it worked. I'm not sure if you're still talking about the same cheats I'm talking about, though.
