Also, this probably doesn't have any connection, but who knows. I have Windows 10 and my standard apps are slow too for some reason. I can't open anything in Microsoft Edge at all for example, it just doesn't load. This hasn't been a problem because I just don't use them, but maybe that helps somehow. I thought that it's kinda suspicious that both Sims 4 and my standard apps suddenly stopped working and maybe that it's some kind of virus, but I ran full virus scans on 2 Firewalls and they don't detect anything.
@8ochinchin Please run a dxdiag on this computer and attach the results to a post (use the Browse button). Since other apps are giving you trouble as well, this could be a system-wide issue.
@8ochinchin The first thing to try is clearing more space on your C drive. 120 GB isn't really enough space for more than your operating system and an antivirus or firewall app; Windows 10 needs at least 35-40 GB to function properly. While you might be okay with the 22 GB free you have now, it could be a problem when Windows is trying to update (and you have a couple of store update failures in your error reports). And I'm not sure whether you currently have TS4 or your game folder on C, but if not, there might have been even less storage available when you noticed the issue.
So clear some space on C, then test your other apps again. If you're having issues, you should probably wait to install TS4 until you get those cleared up. But if things work fine again, you can install TS4 on D, and redirect your Documents folder there as well. As you accumulate saves and other content, your game folder will probably take up too much space to keep it on C.
Thanks for your replies. So, I cleaned up my C drive and restarted my computer, now I have 51 GB of space available. Other apps are still as weird and laggy as before. Sims and all other games always were on my D drive and are currently there as well.
@8ochinchin You're correct that TS4 is using your Nvidia card. The recent trouble with Nvidia cards could explain your game issues, but the other system problems should still be addressed first. The file checking process that kreatora mentioned is a good place to start. Specifically, you can follow these instructions (provided to me by Holger1405):
Hit Windows key-X
Choose either “PowerShell (Administrator)” or “Command prompt (Administrator),” whichever option is offered
Inside the window that appears, enter “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes
The system will start validating soon. If it throws an error, please list it here
After it reaches 100%, hit Windows key-X again
Again, choose “PowerShell (Administrator)” or “Command prompt (Administrator)”
Inside the window, enter “sfc /scannow” without quotes
Post the message you receive
If these checks don't turn up any problems, then I'll ask someone who understands Windows better than the rest of us to take a look.
The scans didn't detect any issues. I can't really post the exact message I received because it's in German, but it's pretty straightforward. If the issue is with my card, what would even be the next step to get it fixed somehow? And wouldn't it affect other games if the culprit was the Nvidia card?
It looks OK. The game is working on NVidia card according to config.log. Try using the Alt - on the left and Enter - on the right the last key - together to switch it to windowed mode.
@8ochinchin You'd be fine posting messages (error or otherwise) in German—there are a couple of native speakers here—but if the scans didn't turn up anything, there's no point. The Nvidia issues are more game-related than generalized, but either way, that's not relevant to your other issues—the 1050 ti probably isn't even being used by most of the other apps that are acting up right now.
Anyway, I think this is probably a job for @holger1405. Hopefully, he'll have some ideas.
Sorry, I meant "doesn't work" as in "doesn't help", I can go into Windowed mode. Everything is working, but the framerate is the real problem there, the game is basically unplayable with it being so slow.
It's fine, I'm more comfortable with English. The only apps that are running slow are my default Windows 10 apps. Like Microsoft Edge (which doesn't load anything at all) or Store. I can't really summarize it by just saying that they're all "running slow" because there are apps that don't load at all, there are some that work fine and some where it's fine most of the time, but then some weird error would pop up. But I didn't notice anything weird with my other apps, so I just assume that it's only the case for default apps.
I think it's just Microsoft Apps in general. For example my Netflix app is very slow and laggy too. I think it's just weird that Sims 4 is somehow affected if it really is the same issue that's causing all this. I have tons of other games and not a single problem with them.

Lets handle the GPU utilization last, that could be a a side effect of the failing cooling.
You need to clean, or let someone clean, your Notebooks fan system. It might also be necessary to examine the condition of the cooling components in the notebook, but clean the fan system first, if that doesn't help, we'll see.

Okay, so there is an issue. My computer is basically new. I mean, not really new, but new enough for me to be able to say that if it overheats easily, then it's the computers fault and not the dusts. The max temp for my computer should be around 95°C (for the CPU, it's lower for the GPU), then it throttles. The computer's good, but if you don't use a cooling pad the CPU will melt into hot lava within 2 minutes. I quickly used the Predator Sense app and my CPU is currently at 62° which is basically nothing with this thing, but it's clearly throttling anyway. While playing the temperature usually reaches 75-80° (at leasts that's what the app is showing me) and if it goes above 90 I let it cool off for some time. Getting it below 60°, especially while playing would be physically impossible. It's that it really shouldn't throttle at below 90-95° anyway is what's bothering me. I know that cleaning can't make the situation worse and that I should clean it and even if it doesn't help, it's not like I did something bad, but that means disassembling it and uhhhhhh I'm not sure if I want to do that unless I know for a fact that it's necessary. Just getting the instruments to unscrew the case is a pain in the *ss, then there's the neverending anxiety that my sinful hands will break something.
If you are not comfortable to open it you can use a vacuum-cleaner like shown in this video.
That is not ideal, but it can make a difference. You should try and test afterwards.
If that don't helps you could look at professional help in your region. (Where did you purchased this Notebook) The problem with this is that you might lose warranty, and if the Notebook still has warranty it might be better to use it.
It is true that your CPU should throttle at around 95°, and it is also true that it is normal that the components get a bit warmer in a notebook as in a desktop computer. But the temperatures your Notebook reaches are not normal at all, there is a clear problem with the cooling.
I can't say if this is a warranty aka defect components problem or a dust problem. I saw Notebooks developing a dust problem in a couple of weeks, and not because the environment was dirty but because a dust flake got stuck at the wrong place and dust then formed a "wall" that rendered the cooling nearly useless.
(And this one was not the only one I saw in this condition, 🙂 you could not see this from the outside.)
So, all told, if you are absolutely sure that this is not a dust problem, or if the vacuum cleaning method don't make things better, and if the Notebook still has warranty, you should use it. (If it is a dust problem the vendor will probably charge you for the cleaning) If there is no warranty and if the vacuum cleaning method don't make things better you should go to a computer shop in your region.
