You said you moved the entire Sims 4 folder to your desktop; that's normally not a suggested method for resolving the issue. Did you just move the folder entirely to the desktop? You may want to check your documents folder again then, as a regular Sims 4 installation creates and stores integral files there.

If the folders have been recreated in the documents folder, you would need to move the content of your Mods folder from the desktop to the Mods folder in the recreated Sims 4 > Mods folder in documents. Just because the original Sims 4 folder was moved to the desktop does not mean the game will now read from the desktop.
