When i press "Download" on the second pop-up, the game just starts to download. No language choice...
Edit to add: I'm in Norway, and I don't have Steam.
@Linntin In the first screenshot, where it says English, what options do you see if you click Change? And if you click Norwegian, or whatever option you'd like to use, does the EA App respect it or still install the game in English?

But I finally got in touch with an EA Advisor a minute ago, who said that it's a known problem and that they're working on it.
He adviced me to wait to download until it's solved...
@Linntin Whatever the EA support rep said, this is a problem that should be fixable now; there's no need to wait for an EA-side fix that may not be coming for months. I'm not sure whether this technique works, not having tried it myself, but others say it does:
Even if it doesn't help or breaks something, at worst, you'd need to uninstall and reinstall Sims 4 to fix it.
@agnieszkapati Your issue may not be the same as the other user's. Please post a screenshot showing the language options you have available in the EA App.
You also said you tried using Steam, but does that mean you installed Sims 4 through Steam and didn't see all language options, or you chose one language but Steam installed in a different one, or something else? Were you actually launching Sims 4 through Steam at the time, or just the EA App?
Yes i tried to use Steam but after when i found out about this problem. I google it and they advice to link EA acc with Steam and then change the language on Steam.
I started to have problem after this update i just updated and ea app change language straight after. Most of my adds i bought through EA, a few of them i bought from polish website. This is first time when i can't change language.( I already uninstall steam)
@agnieszkapati The problem might be the third-party codes you bought, but I don't know for sure. I do know that Steam should offer you all languages, so if that's an option for you, it's probably the easiest fix here.
