Does it only happen on one lot or on all of them ?
Are you using any mods ? Does it also happen if you start a new game for testing purposes ?

It only happens on resident lots
Non-residential lots shouldn't have the option. Do you have it ?
What about the rest of my questions ? Could you answer them too ?
I am using mods but it does not happen on my new computer which is Windows 10 and the other one is Vista
Are you using the same mods on both computers and made sure they are compatible with the patch/EP ?
Have you tried a new game as well ?
