@VeeBee31  This computer would technically run Sims 4, but not very well.  With only 4 GB RAM, you'd probably have a lot of trouble running most or all expansions together, and 128 GB isn't a lot of storage either.  It's technically enough for Sims 4 and a few GB of custom content, but that's about it.

For $400 or less, you have much better options available.  This is as low as I'd go in terms of hardware:

It should run all Sims 4 packs together on low-medium or medium graphics settings, although you may see slowdowns if you use a lot of high poly (high-resolution) custom content.  256 GB storage is also enough for all your Sims 4-related content, and 8 GB RAM is sufficient to run all packs together.

These laptops are somewhat faster, able to run the game on medium-high or high graphics settings.  They also have twice the RAM and storage, which is great to have if not strictly necessary.  The only meaningful difference here is the screen size:

Interestingly, the black version of the 14" laptop is $50 more expensive and also has better reviews.  But there's no reason for that: they're exactly the same, down to the product number, except for the color of the chassis.

If you don't want a Gateway, this is the only other option I'm seeing with the same processor and graphics chip as these models (other than the first).  It does only have 256 GB storage, but like I said, that's plenty for Sims 4.  It should run the game about as well as the other two, plus or minus a few percentage points depending on the manufacturers' tuning of each model.

Elsewhere, your options are much more limited, at least in this price range.  I checked half a dozen sites, and the only other decent option I saw was this one, which is comparable to the first laptop I've listed in terms of performance but significantly more expensive.  Still, it's a reasonable option if you don't want to buy from Walmart.

As far as Amazon goes, the only new option in the same class as any of these is the same HP option as above, for a few dollars cheaper.  It's from a third-party seller though.

There are two used laptops worth mentioning as well, again from third-party sellers.  The first is the same 14" Gateway as the second link above; the second is a Dell with the same processor and graphics card and 256 GB storage.
