when you launch your game to play the one with the Sim your playing with before you select the house to play in see my image this is the Schell family this is how i add a Sim to the house click on the house for the options to show up then click on the three dots to expand it then click on  manage household click on the pencil looking icon and that will take you to CAS then click on + add a Sim don't forget to name the Sim and add the traits  once that's done then tick accept also (if at that point you want to save the household to your library use that option first ) then do the tick accept

here i added a Sim  to the Schell's

next steps and done

once you tick the accept this will appear just  hit the X after  you hit the X your back to your select your house and as you see i now have my extra Sim  click on the house select play and off you go
