The game won't read the Sims 4 folder on an external drive unless you create a symbolic link. It will simply create a new empty one in the local storage on your machine because it doesn't look anywhere else for user data.
The game installation location is nothing to do with where your Sims 4 folder is stored, it is completely separate and dictated by the chosen file path of the game library in Origin/EA App.
