@iatioussimming85  If you're trying to use the arrow keys, it's a known issue:

Try repairing the game: open your Origin game library, right-click on the Sims 4 icon, and select Repair.

If you're trying to use edge scrolling, i.e. moving the cursor to the edge of the game window, try disabling and reenabling edge scrolling within the game options, quitting in between.
