how did you drop it out there ? Did you use the set as head cheat to fix it or do put it there or did the Sim walk there with the tube in his hand ?
This is an older issue but was mostly caused with the cheat which should be fixed.
Did you try walking back to the lot while you have it on your head and then unset it as head while your back on the lot ?
I do agree that we need a cheat but that would be feedback and not a bug.
I've had similar issues with sims leaving books or slablets at tables or benches outside of lots; In these cases, if it's an item owned by my household, I can usually send another sim to "retrieve" the object (either with the "Put in Inventory" command, or by having them pick it up and then making them walk home with it).

Anyone ever resolve this issue?
I have a guitar stuck outside a lot. Have no idea how it got there. Sent all my sims there but nobody owns it.
The Set As Head fix doesn't work, it just creates a giant duplicate guitar.
I tried moving the lot so the object would be inside the lot - didn't work. Lot won't move at all.
I think it's also effecting the turtle hatching because I get a notice it's happening but never happens and I think the guitar is in the way.

I found scumbumbo on Mod The Sims - "Enable Debug Cheats" and "Two Cheat Fixes"
I destroyed the stupid guitar!
Have to wait and see if that's what was stopping the turtle hatching.
