@starlight352 Mods need to go into Documents\Electronic Arts\The Sims 4\Mods. The game won't read them anywhere else, and it's not a good idea to add files or folders to the game's program files.
It's also not good for your system to have the Documents directory on an external drive. If the drive is unplugged, Windows can respond badly when it looks for and can't find Documents. The more reliable approach would be to move Documents back to C, move the Sims 4 folder inside to the external drive, then create a symbolic link to point to that folder. Here's a guide:
