hello I'm having the same issue I been play this game and the top of the screen is flickering I tried to reinstall it but that did not work I tried evreything I hope this is fixed because I love this game but mine is a windows version
This is typically a faulty monitor or graphics card. Can you borrow another monitor to test with?
It can also be a result of trying to run the game at higher setting than is supported by the monitor/graphics card.

I just started using my EA account(I play from origin).
I have this problem too, the top half of the screen flickers. I've been playing the sims 4 for about two years now without this problem.
A few days ago I installed the sims 4 city living expansion pack.
This morning my pc (a desktop) installed the windows 10 fall update (not sure why it chose to install in the middle of winter) the first time I loaded it after the update has been flickering.
not sure if windows 10 update or city living pack
I don't have any mods, cc's, etc., only sims 4 content sold on origin.

looks like there's only a graphics chip in your computer that doesn't fulfill the requirements of the game. There's quite a few people with flickering on this chips. I would try reinstalling your graphics drivers or maybe your dad would consider adding a graphics card to it.
You would need to uninstall the current ones and then go to the intel page and re-download to reinstall. Pretty confident your dad would know how to do that :D
