Fixed it! All I did was delete "The Sims 4" folder which is located in the "Electronic Arts" folder. But before I deleted it. I took out the "saves" and the "Mods" folder.
I then started up the game which forced the game to create A NEW "The Sims 4" FOLDER.
Next, I exited out of the game and went to look at the new folder. I then replaced the saves and mods folder with the older ones.
Loaded up the game again, and everything was back to the way it was.
Simple.

Omg. You are truly a life saver. I was FREAKING out when I realized that all of my saves and mods were gone but the folders were still full! I knew there had to be a solution because if it was really gone, then the files wouldn't be there. Thank you for figuring this out!!

helppppp i did what u said and my whole progress is still gone, plus, by doing this i lost the "saves" file where my progress was stored
